The Heavy Vehicle Use Tax is a federal tax owed by every motor carrier that puts a 55,000+ lb taxable gross weight vehicle on a public highway in a given tax period. The tax period runs July 1 through June 30, the same window every year, and the filing form is Form 2290.
The math is bracketed, not linear. There are 24 weight categories (A through V) in IRS Table I. Logging vehicles pay 75% of the standard rate. Vehicles first put in service mid-year pro-rate by the number of months remaining. Vehicles expected to drive 5,000 miles or less (7,500 for agricultural) qualify as suspended and owe $0, but still need to file. This calculator handles all four cases.
How the math actually breaks down
IRS Form 2290 Table I sets a $100 base tax at exactly 55,000 lbs (Category A). Each 1,000 lbs of taxable gross weight above that adds $22 to the annual tax. The brackets cap at $550 starting at 75,001 lbs (Category V). So a typical Class 8 tractor at 80,000 lbs sits at $550 annually, full year.
Logging vehicles (trucks used exclusively for transporting forest products from the harvest site) get a 25% reduction off the Table I rate. That same 80,000 lb tractor, if registered as a logging vehicle, owes $412.50 annual HVUT.
Pro-ration kicks in when a vehicle is first used after July (the start of the tax period). The full annual tax is multiplied by the months remaining: a truck first used in November has 8 months remaining (November through June), so the pro-rated tax is 8/12 of annual. A truck first used in May has only 2 months remaining (May, June) and pro-rates at 2/12.

What the filing deadline actually means
Form 2290 is due the last day of the month following the month of first use. For a vehicle first used in July (the most common case, because the tax period starts July 1), the deadline is August 31. For a vehicle first used in November, the deadline is December 31. The IRS treats payment and filing separately: you can mail a check, pay by EFTPS, or use a payment processor. You get back a stamped Schedule 1, which the state DMV requires before they renew the truck's registration.
Miss the deadline and the penalty is 4.5% of the total tax due per month for up to 5 months, plus 0.5% per month of unpaid tax, plus interest. State DMVs catch it the next time you try to renew the plate.
